Summary: On July 21, 2025, Representatives Mike Flood and Troy A. Carter reintroduced the Sustainable Aviation Fuel (SAF) Information Act, mandating the U.S. Energy Information Administration (EIA) to report detailed SAF production volumes and feedstock origins. This move aims to untangle SAF from “other biofuels” in federal reports, providing clarity for investors, policymakers, and industry stakeholders navigating SAF’s growth in the decarbonization landscape.

SAF Data Act Targets Transparency

WASHINGTON, D.C. — The Sustainable Aviation Fuel (SAF) Information Act, reintroduced on July 21, 2025, by Representatives Mike Flood (R-NE) and Troy A. Carter (D-LA), marks a pivotal step toward enhancing transparency in the SAF sector. The legislation directs the U.S. Energy Information Administration (EIA) to include specific SAF metrics—production volumes, feedstock types, and origins (domestic vs. imported)—in its Weekly Petroleum Status Report and Petroleum Supply Monthly Report. By untangling SAF from the ambiguous “other biofuels” category, the Act addresses a critical gap in data that currently obscures market trends and hinders strategic planning.

The SAF market, projected to reach 2.1 million tons globally in 2025 (0.7% of jet fuel demand, per IATA), faces challenges in scaling due to limited visibility into production dynamics. Investors and producers struggle to assess feedstock availability, while policymakers lack granular data to craft targeted incentives. The Act’s mandate for consistent statistical methods and avoidance of double-counting aims to provide a reliable foundation for decision-making.

Industry stakeholders, including the Renewable Fuels Association, SAF Coalition, National Corn Growers Association, and American Soybean Association, have rallied behind the bill. Their support reflects the Act’s potential to unlock investment by clarifying supply chain dynamics and fostering confidence in SAF’s growth trajectory. For example, understanding feedstock origins could help optimize sourcing strategies, particularly as domestic agricultural residues and imported oils compete for market share.

“SAF represents just one of many promising ways to grow the biofuels sector and boost our rural communities… our straightforward, commonsense bill gives industry leaders better insight into production trends.” — Representative Mike Flood, SAF Investor, July 21, 2025.

However, challenges remain. The bill, referred to the House Energy and Commerce Committee, has no scheduled hearings, and industry analysts suggest a floor vote may not occur until late 2025 or early 2026. Legislative delays could slow the data clarity needed to accelerate SAF adoption, especially as airlines face pressure to meet 2030 decarbonization targets. If passed, the Act could set a precedent for data-driven SAF policy, aligning with global efforts like the EU’s emissions labelling scheme.
